David Ward has published his new vision for the FIA in a document titled ‘Agenda for Change’. The full list of proposed revamps, have been made available via the Presidential challenger’s website. ‘Effectiveness’ and ‘accountability’ are cited as the major slogans for the Ward campaign.
In the proposal, Ward believes the FIA president should have the option to serve in a non-executive role – and that a CEO is appointed to work alongside a new management structure he believes would be more abiding to motorsport’s needs in the long term. As such, the hierarchy would consist of the President and two Deputies for Sport and Mobility.
In addition, Ward proposes to install commissioners for each respective World Championship. Not promoted as a micro-management approach, but as an incentive for greater transparency on such matters as rule-making, decisions and finances. A particular focus on “good governance principles” and avoiding “commercial conflicts of interest” is featured.
Ward also promises that future profits would be funnelled back into sport and mobility clubs for their development, especially in low and middle income countries; a potential windfall for grass-roots motorsport, particularly for training for officials and volunteers.
Although mostly positive, the document does echo sentiments of Ari Vatanen’s Presidential campaign in 2009; claiming that electioneering at FIA functions had already begun, however such an option would potentially have been available to Ward had he not stood down from his position as Director General of the FIA Foundation to announce his candidacy last week.
“Recently there has also been unfortunate use of ‘support letters’ at various FIA regional meetings which are designed to elicit public commitments of support before the election process even opens” the document claims. “…thereby deterring alternative candidates from coming forward. These are of questionable legitimacy.”
